Tres de cada cuatro europeos consideran que la corrupción es un problema en aumento en la sociedad actual. Teniendo en cuenta esto, no es de extrañar que Transparency International publicara a principios del pasado Junio el informe Money, politics, power: corruption risks in europe (Dinero, política y poder: riesgo de corrupción en Europa).

El informe pone de manifiesto serias debilidades que auspician la corrupción y hacen que ésta aumente, entre las cuales destacan:
- Nula o escasa regulación relativa a la financiación de partidos políticos.
- Lobbies fuertes y secretos. Los lobbies son grupos de presión contratados por potentes industrias cuyo objetivo es influir en la regulación a través de la presión política.
- Parlamentarios cuyo comportamiento ético deja que desear.
- Acceso limitado a información de interés público.
- Gran riesgo de corrupción en todo lo relacionado con el sector público.
- La protección de delatores de malas prácticas y corrupción es nula o pobre.
Además, el informe tiene un apartado titulado “Sur de Europa: ineficiencia y corrupción alimentan la indignación”, en el que se señala que en países como España, Portugal y Grecia, tanto las malas prácticas como la corrupción no son suficientemente controladas ni sancionadas. Para el caso de España, el informe pone de relevancia que:
- España no tiene legislación alguna relativa a grupos de presión (lobbies). Los principales países europeos si la tienen.
- España no tiene código de conducta alguno dirigido a sus parlamentarios. Los principales países europeos si la tienen.
- España es el único país de la Unión EUROPEA que no tiene legislación alguna que regule el acceso a información de carácter oficial.
El informe invita a la reflexión y a debatir si la crisis actual se ha de atajar con recortes presupuestarios y subidas de impuestos o con algo más, algo por lo que se clama a gritos: aumentar la transparencia del sistema político español.
